The ICU General Assembly is comprised of ICU's 97 National Cheer Federations and National Cheer Federation Provisional Membership.  

Each nation receives one (1) vote for all General Meeting election and voting processes.  

The ICU General Assembly last convened Wednesday 27 April 2011 in Orlando, Florida, USA, prior to the 2011 ICU World Championship.

Membership in the ICU is not restricted in any way and the ICU shall reasonably assist countries, National Cheer Federations, National Olympic Committees, and continental and other regions to create opportunities for participation. The General Assembly consists of all members of the ICU, although only the Member Cheer Federations will have voting power with respect to the General Assembly. 

1). National Cheer Federations.  This membership will be open to all National Cheer Federations.  Only one (1) National Cheer Federation shall be admitted representing each country. If the respective National Olympic Committee or the relevant country’s Sports Ministry does not designate a National Governing Body for Cheer within a specific country, the ICU reserves the right to appoint such a group/organization within that country. 

Each Member Federation which is in Good Standing, as defined by the ICU Statutes, will have one (1) vote as a member of the General Assembly.

2). Regional Alliances.  Regional alliances include provinces, republics, islands, and other geographic locales, including unions and national and/or international alliances.

Regional Alliances will be nominated for membership by the Executive Committee, the Governing Council, or a Member Federation in Good Standing. Admittance as a Regional Alliance must be approved by majority vote of the General Assembly.

Regional Alliances will attend meetings of the General Assembly as ex officio (non-voting) members.

II. Governing Council, Officers, and Executive Staff

Each country will have the ability to designate it's national governing body for Sport Cheering as it's represented to the ICU.  For example, the USA Federation for Sport Cheering (USA Cheer) has been formed to represent the broad cheerleading community in the US.  The United States All Star Federation (USASF) will have positions on the USA Cheer Board.

  • Manage, direct, promote, organize, and assist the activities and disciplines associated with Cheer worldwide;
  • Perpetuate and improve Cheer worldwide;
  • Encourage the growth and development of Cheer programs and opportunities to the world’s youth;
  • Communicate with and support the formation of new National Cheer Federations (also known as National Governing Bodies) and countries that are interested in starting Cheer programs, activities, and events;
  • Encourage the creation of national teams to represent their respective countries in worldwide events, exchanges, and competition;
  • Coordinate efforts with all other organizations promoting Cheer;
  • Work with companies, manufacturers, agencies, and all other entities which have the ability to assist in the growth, development, and promotion of Cheer;
  • Recognize outstanding Cheer contributions by groups, individuals, and organizations;
  • Provide National Cheer Federations (also known as National Governing Bodies) coaches, teachers, and educators with tools for researching trends, technology, ideas, issues, and solutions to problems associated with Cheer;
  • Provide and create the opportunity to discuss, enhance, and evaluate changes in Cheer;
  • Encourage and promote the moral standards which are enhanced through sports experiences and sports education;
  • Follow and promote the laws of the IOC and the World Anti-Doping Agency (WADA);
  • Establish rules and regulations for international competitive events and programs;
  • Establish the rules of eligibility, none of which shall be more restrictive than those established by the IOC, and work with the respective National Cheer Federations (also known as National Governing Bodies) to allow for maximum participation in Cheer by athletes on an international basis;
  • Create, promote, disseminate, and have jurisdiction over the rules of conduct for international competitions including World Championships, Pan American Games, and the Olympic Games (if appropriate);
  • Establish and/or sanction procedures for the determination of eligibility standards for participation in World Championships, Pan American Games, and Olympic Games (if appropriate);
  • Sanction and conduct international athletic competition in Cheer, including World Championships for national teams;
  • Represent the sport of Cheer to the IOC; and
  • Do all things necessary for and incidental to the accomplishment of the purposes and goals of the organization.

    What Is The ICU? http://www.cheerunion.org/Content.aspx/AboutUs/What%20is%20the%20ICU The International Cheer Union currently encompasses 101 member National Federations  and continues to grow as a unified voice for all those who are dedicated to the positive advancement of cheerleading throughout the world.

    Many individuals and organizations from a large number of countries have contributed to the principles and ideals embodied in the International Cheer Union. The ICU is structured to provide balanced input and governance based on the various stages of development in which cheerleading finds itself across the globe. It serves as a powerful advocate for those who are truly dedicated to the advancement of cheerleading, and especially for the young athletes who participate.

    The ICU is a non-profit international governing entity, and it has been properly and legally registered as such. Its mission and purpose are strictly to advance the sport. No corporations or individuals will benefit financially from it.

    A Governing Council of the ICU represents the various geographic areas where cheerleading exists. Individuals who represent specific countries and who have experience in our sport are eligible for positions on the Council, as well as to be considered for assignment to various committees that are currently being formed.

    The ICU continues to accept membership applications from National Cheer Federations (also known as National Governing Bodies for Sport Cheer) from all countries around the World.  Countries that do not have an established National Cheer Federation, the ICU may provide general recommendations and assist with the process as much as possible. However, each nation generally has some of its own specific requirements to be officially recognized.

    The ICU appreciates very much the contributions all international organizations and federations have made to the development of cheerleading in their countries.  The ICU works closely with them all on this exciting endeavor.
