I. ICU Membership Information

Membership in the ICU is not restricted in any way and the ICU shall reasonably assist countries, National Cheer Federations, National Olympic Committees, and continental and other regions to create opportunities for participation. The General Assembly consists of all members of the ICU, although only the Member Cheer Federations will have voting power with respect to the General Assembly. 

The General Assembly has the authority to take any act specifically authorized by the ICU Bylaws. 

Membership Categories.  There are four (4) categories of membership. These are accompanied with the respective privileges and restrictions, as follows:

1). National Cheer Federations.  This membership will be open to all National Cheer Federations.  Only one (1) National Cheer Federation shall be admitted representing each country. If the respective National Olympic Committee or the relevant country’s Sports Ministry does not designate a National Governing Body for Cheer within a specific country, the ICU reserves the right to appoint such a group/organization within that country. 

Each Member Federation which is in Good Standing, as defined by the ICU Bylaws, will have one (1) vote as a member of the General Assembly, and will be given voice at the General Assembly meetings upon approval by the Executive Committee or the Governing Council.

2). Regional Alliances.  Regional alliances include provinces, republics, islands, and other geographic locales, including unions and national and/or international alliances.

Regional Alliances will be nominated for membership by the Executive Committee, the Governing Council, or a Member Federation in Good Standing. Admittance as an Industry/Organizational Member must be approved by majority vote of the Governing Council.

Regional Alliances will attend meetings of the General Assembly as ex officio members, and they may be given voice at the General Assembly meetings upon approval by the Executive Committee or the Governing Council.

3). Honorary Members.  Any individual, based upon extraordinary accomplishments or contributions to Cheer will be nominated for Honorary Membership by the Executive Committee, the Govering Council, or a Member Federation in Good Standing. Admittance of Honorary Members must be approved by the Governing Council.

Honorary Members will attend meetings of the General Assembly as ex officio members, but will have no voice at the General Assembly meetings.

4). Industry/ Organizational Members.  Industry/Organizational Members are individuals, organizations, or businesses.

Industry/Organizational Members will attend the meetings of the General Assembly as ex officio members, and they will be given a voice at General Assembly meetings upon approval by the Executive Committee or the Governing Council.

Industry/Organizational Members will be nominated for membership by the Executive Committee, the Governing Council, or a Member Federation of Good Standing. Admittance as an Industry/Organizational Member must be approved by a majority vote of the Governing Council.

II. Governing Council, Officers, and Executive Staff

Governing Council:  The affairs of ICU are governed and conducted by the Governing Council. The Governing Council will have the authority to take any lawful act permitted under the ICU Bylaws, except those specifically reserved to the Member Federations in the Bylaws.
The initial Governing Council will be selected by the ICU Organizational Committee.  Thereafter, the General Assembly (ICU Members) will elect the Governing Council every four years at the meeting of the General Assembly. 
Officers:  The officers of ICU are President, two Vice Presidents, a Secretary/Treasurer, and such other officers as may be elected by the Governing Council. No person who is an officer of another International Federation, recognized as such by the IOC, is eligible to be elected as an officer of ICU.  All officers are elected from the members of the Governing Council. Officers have specific responsibilities, obligations, and duties associated with their positions.

Advisory Board:  The Advisory Board reviews various business and other matters on behalf of ICU. They may be asked by the President to provide suggestions, ideas and recommendations. The Advisory Board includes one member from each of the following continents or continental regions: Africa, North America, Central America, South America, Asia, Europe, and Oceania (including Australia, New Zealand and all the pacific rim and island countries). The Advisory Board also includes one Athlete Representative from each of the continents or continental regions.

Executive Committee:  The Executive Committee reviews and conducts all organization business between the meetings of the Governing Council. The Executive Committee, subject to the establishment of policies and operating principles by the Governing Council, acts on behalf of the Governing Council between meetings, and carries out the day-to-day affairs of ICU.
The Executive Committee consists of the following members:
      - President
      - Immediate Past President of ICU
      - Vice Presidents
      - Secretary
      - Treasurer
      - Active Athlete Representative

Executive Director:  The Governing Council has the right to employ an Executive Director as the principal administrator of the affairs of ICU. The Executive Director is responsible to the Council and Executive Committee for the performance of such managerial and administrative duties as are assigned by the Council and the Executive Committee.

III. Letter from Jim Chadwick, IASF President

The ICU represents international cheerleading for the various national governing organizations around the World.  Synergistically, the International All Star Federation (IASF) represents event producers, gyms, and clubs focusing on maximizing the number of participants benefiting from the positive life experiences of all star cheerleading and dance.  The IASF will have a permanent position on the ICU Governing Council.

Each country will have the ability to designate it's national governing body for Sport Cheering as it's represented to the ICU.  For example, the USA Federation for Sport Cheering (USA Cheer) has been formed to represent the broad cheerleading community in the US.  The United States All Star Federation (USASF) will have positions on the USA Cheer Board.
